For 2004, the Key Thresholds are the following: Stability of Placements of children looked after (PAF A1) Placement stability is associated with better outcomes. Proper assessment of a child’s needs and adequate choice of placements are essential if appropriate stable placements are to be made. Inappropriate placements often break down leading to frequent moves. There is a national target that every council should have less than 16% of looked after children having three or more placements.
