The National Staff & Army are in a new extensive Risk Assessment review. As part of the risk assessment, we will be operating under the military “4 flag system” with regard to weather (heat-humidity) limitations on activities. Depending on whether an activity is classified as moderate, active, or stenuous, there will be very specific guidelines on how that activity will be conducted (or cancelled) depending on which weather flag is flying. This weather-activity matrix should prevent something like the ill-advised mobilization of 2005 from occurring. Some changes to the schedule and program have been made to prevent that situation from happening again. The primary change is doing the mobilization and 1st arena show fin the morning rather than the afternoon. We will be operating under extensive Safety /risk mgmt guidelines, never before used at a BSA function. We’ll learn more about this upon arrival.
