The Government’s decision to review the scheme (announced on 15 June 2010) takes forward the recommendations made in Sir Roger Singleton’s report ‘Drawing the Line’ (December 2009) which looked at the children’s provisions under the scheme and review of the proportionality of ‘frequent’ and ‘intensive’ across government guidance.
