What are the immigration procedures for a gay US citizen and gay non-US citizen marrying in Canada?
In Canada, immigration is exactly the same if you are Gay or straight. There is no difference based on if you are a US citizen or not. As for marriage, anyone can marry in Canada. Be aware that there are provinces (like Quebec) that have the banns and that you need to register ahead of time. Other provinces, like Ontario and BC have no waiting period. The one caveat is that in order to divorce you need Canadian residency, so once married it’s difficult to divorce if you are not Canadian, Spanish, South African or from the Netherlands. For Canadian immigration, the process goes through on the person who has the strongest portfolio and points when you go to Canadian immigration. The other person is automatically a dependent. The Canadian government makes no discrimination based on sexual orientation or country of origin for the purposes of evaluation other than specific quotas for immigration from certain countries. Being Gay has absolutely nothing to do with immigration in Canada.
