What are the huge red circles all over the chart? How do I get rid of them?

Those are sectors, and are used as navigational aids that let you view the angles of lights. You can remove them by clicking on the Lights and Buoys Display button on the toolbar and choosing Sectors Off. Sectors are only available on Passport Vector Charts.
