What are the holes for, in the exhaust and also in the chrome drive leg?
The two holes at the back of the exhaust are to help limit back pressure when you start the motor. Of course if you mount the motor too deeply they cannot cope and you will still have a problem, so make sure the bottom of the straight exhaust pipe is only about 1 or 2 inches beneath the water.
