The CSPay system is a method the State of Oregon has developed to help employers make timely, secure, and convenient payments on behalf of employees who have support withholding orders. It does not change or replace any of the laws or administrative rules that require employers to make these payments. After April 2, 2007, an employer who meets the criteria of OAR 137-055-5035 is required to make payments through either ACH Credit or the ACH Debit CSPay system.
