Effective Jan. 1, 2010 – Under Ohio Revised Code 4513.03, all vehicles upon a street or highway must have headlights on while using windshield wipers. This is a secondary traffic offense, which means vehicles cannot be stopped solely for a violation of this statute. A citation for this offense is a minor misdemeanor.
