For FHA financing the MH has to be blocked up on concrete runners and is supposed to be tied down with metal straps, not welded to the frame with rebar. It is also supposed to have a perimeter footer around the outside for frost protection 18 inches deep and a foot wide. The skirting can be any acceptable material from vinyl to concrete block. An FHA approved engineer in your state can look at it for a fee and tell you in writing whether it meets the guidelines or not. Here it varies widly what the fee is but if you can find an engineer that specializes in mobile homes (ask local realtors that sell mobile homes on land for a referral) it can be reasonable. Here in New Mexico we pay about $300 for the inspection and report. I have seen engineers charge $1500 if they do not normally deal with mobile homes because of the extra research they must do.
