Career progression to the GS-11 generally follows after one year at the preceding lower grade level (GL-9). Positions above the GS-11 level are filled through agency merit promotion competition. Entry-level Agents are entitled to special salary rates for law enforcement officers, and may be entitled to special locality pay.
