To visit a few times and then withdraw would be an unforgivable waste of resources. Logically, I feel we should visit the moons of Mars for several years before journeying to the surface. From there, astronauts can conduct dress-rehearsal landings, make return fuel, and control surface rovers all far more successfully using the short communication distances from the moons to the surface than the 20 40 minute round-trip communication delays from Earth and back.
