What are the expectations for RTCs to comply with treatment services requirements in the minimum standards?
A Residential Treatment Center (RTC) is defined in ยง748.43(37) as: A residential child-care operation for 13 or more children or young adults that exclusively provides treatment services for children with emotional disorders. By definition, all children in care at an RTC must receive treatment services for emotional disorders. RTCs must meet all minimum standards as if 100% of the children in their care require treatment services for emotional disorders, because that is the nature of an RTC license.
