What are the estimated cost and proposed funding sources for operating and maintenance of the Northstar Commuter Rail?
Annual Northstar operating and maintenance costs are estimated to be $11 million per year in 2003 dollars. This would be covered through fare box revenues, FTA Section 5307 Preventative Maintenance grants, and operating subsidies. The operating subsidies are proposed to be split between state and local sources. The FTA Section 5307 Preventative Maintenance funds are based on urban formula grants. The formulae are based on demographic, level of service, ridership, and operating cost variables. In this plan, the increase in funding that results from the additional fixed guideway route miles and additional fixed guideway vehicle miles of service resulting from Northstar Corridor commuter rail service is directed to the project.
