What are the disadvantages for countries that are not Parties to the Treaty yet ?
They will be left out of the Conference of the Parties (COP) while they are not Parties to the Treaty, and so they will not be able to decide on governing or procedural issues. The Treaty also establishes that the COP shall devise funding and aid mechanisms for those Parties that are less developed and more needed. Countries that are not Parties will not be considered for these mechanisms of help. Countries not Parties will be missing an opportunity to improve the health of their people.
