Explaining each different level is beyond the scope of this document. The levels correspond to different basic wind speeds in the hurricane prone regions and have different missile specifications and speeds. Those wind speeds start at 110 mph and go up from there. Therefore, you can test for compliance in Massachusetts without having to comply with the requirements in Florida or Texas. If you do comply with the more stringent requirements for an area with a higher basic wind speed you would also comply with the requirements for the lower wind speeds.
