Dark Elves or Drow are dark skinned. They were formerly surface elves who chose to dwell underground, and as a result they evolved to have black skin and white hair (at least in the D&D/forgotten realms setting). Though I always thought this weird as real people spend time out of the sun became pale… and those that spend time in the sun become dark skinned, but since the Drow are generally considered evil, dark skin is more aesthetically appropriate. Wood Elves are forest-dwelling elves. Like the drow they are tall and slender and agile, but unlike the dark elves they have light colored skin. High Elves, which is another branch of elvinkind you did not mention, are very similar to the Wood Elves but live in larger more civilized and elaborate cities, usually also within the woods. I have heard it described that Wood elves have black or brown hair while High elves are blond. The above three are all spin-offs of the Tolkien elves, which are all human sized and have thin but agile bodie
