If you will be applying from outside the continental U.S. the answer is about July 1 for the fall semester, and November 1 for the spring semester. This is to allow for postal time in both directions and Visa approvals. If you will be applying from within the continental U.S., about July 15 would be okay for the fall, and December 1 for the spring.
