What are the cut-off times for making payments?

Noon and 3 am, eastern time. If you create or change a payment before 3 am this morning, it processes 3 am. If you create or change a payment between 3 am and noon, it will process at noon. Payments created or changed after noon will be processed in the subsequent 3 am event. Those times are beyond the control of Citizens Bank to change.
