What are the current rates of underemployment and unemployment?
The Webster’s II New College Dictionary (1995) defines underemployment as “Partially or inadequately employed, especially employed at a low-paying job for which one is overqualified.” Because underemployed workers do not receive unemployment assistance, it is extremely difficult to quantify the number of unemployed workers in a particular area. We are aware of a significant number of our workforce working multiple jobs without benefits. The Virginia Employment Commission does track the employment rates of all Virginia counties and cities.
