The PSI is not an organization. It is an activity, through which “participants” around the world decide to cooperate and coordinate closely to prevent shipments of WMD, their delivery systems, and related materials from reaching states and non-state actors of proliferation concern. Countries can indicate their support by formally endorsing the PSI Statement of Interdiction Principles. The U.S. and other PSI participants welcome all states to participate in the PSI. More than 60 countries have indicated support for the PSI. The United Nations’ High Level Group on Threats, Challenges and Change has encouraged all States to support the PSI and, in March, at a speech in Madrid, UN Secretary General Kofi Annan applauded the efforts of the PSI to “fill a gap in our defenses.
