Individuals eligible to file applications • Individuals for whom payment of tuition fees is difficult for economic reasons, and whose academic performance is recognized as being outstanding. • Individuals recognized as experiencing severe difficulty making payment due to the death of the person primarily responsible for payment of their school expenses, or due to damage sustained to them or the person primarily responsible for payment of their school expenses as a result of wind, flood or other natural disaster, within the six-month period prior to the due date for payment of tuition fees (for the first payment to be made by newly enrolled students, within the one-year period prior to admission). • Individuals corresponding to the above for whom the President recognizes the existence of reasonable grounds. Individuals corresponding to any of the above will be judged on the basis of on evaluation of their family finances and academic achievements.
