Cross debarment applies when a firm or individual has been • Sanctioned for one of the agreed prohibited practices by one of the MDBs, • Sanctioned within a period of 10 years after the alleged violation was committed, • Debarred for more than one year, and • Publicized on the MDB’s website as “sanctioned”. For ADB, this means that only firms or individuals that have breached their sanctions or cannot be contacted by ADB or that have failed to respond to ADB are covered by cross debarment.
