All fixed price, Store Inventory Format, and Auction-style listings (without bids) can be added to a free shipping sale unless the listing does not have specified shipping. In addition, all listings that include insurance (optional or required), surcharges, handling fees, and global insurance on multiple quantities cannot be added to a free shipping sale using Markdown Manager.
