PWGSC has fully delegated printing to departments and agencies, as long as printing requirements are advertised electronically when the value is over $10,000. This amount is currently under review. The delegation from Treasury Board is the standard delegation for goods which is $40,000 (non-competitive) and $400,000 (competitive).
