Humans have been performing genetic engineering for as long as there have been humans. It takes a couple of forms. The most obvious form of human genetic engineering is sexual selection. It controls what genes are passed on and which are not. The downside of this form of genetic engineering is that social tastes in sexual attraction determine what will be passed on. It selects against the smart and capable people who happen to not meet the non-rational desires of a mate.
