Each family member eligible for Work First must be: A. United States (U.S.) citizen (Refer to II. and III. below.); or B. A qualified immigrant. Qualified immigrants include: • Lawful Permanent Residents • Asylees • Refugees • Cuban/Haitian entrants • Persons paroled into the U.S. for at least one year • Persons granted withholding of removal/deportation • Persons granted conditional entry (prior to April 1, 1990) • Certain victims of domestic violence • Victims of severe human trafficking Some qualified immigrants are ineligible for five years from the date of entry into the U.S. Refer to IV, V, and VI of this manual section.
