If a terror group wants to use a thermonuclear device and they were not able to directly purchase one from a government then they would have to procure one for themselves. Most experts on the subject of nuclear terrorism agree that formidable obstacles would be faced by such a group. The biggest obstacle for a nuclear terror group is technological. Thermonuclear devices are extremely fragile, require constant supervision, and, if not handled with the right equipment and expertise, dangerous to those who attempt to transport them.
