What are the challenges to greater investment in natural resource management?
This Audit theme has focused on the capacity of individuals and rural communities to change—that is to invest more and/or more wisely in resource management. Capacity to change presupposes an awareness of current or future problems and a desire for change based on assessments of benefits and costs. Yet the four challenges discussed above as being at the heart of resource management problems explain why some desire change and why others do not. Figure 2.1 explains how an investment decision process might work with many feedback points.
