What are the challenges for CBHI schemes?
Lack of an adequate resource base/Sustainability Due to limited capacities to raise funds, CBHI schemes may face problems of long term financial sustainability. Several strategies to remedy this problem of insufficient funds have arisen in different schemes.Experience has shown that the design of the benefit package and strict referral systems can help to contain costs. Other schemes include ceilings of maximum reimbursements per member or require co-payments for high-cost treatments. However, these letter mechanisms will hinder utilization of certain treatments, especially for the low-income population and the scheme may fail the goal of providing financial protection to prevent people from falling back into poverty due to health care costs. Improving administrative efficiency is a further strategy to contain costs as the administrative costs weigh more than 15 per cent in some schemes.
