What are the challenges and difficulties the city facing in relocating people for the construction of new projects?
Since 2001, the city has relocated some 11,000 families either by providing them with new apartments or land parcels to build their own houses. But I must admit that the land fund available for resettlement purposes sometimes fails to meet the rapid land clearance rate. One of difficulties the city is facing right now is the delay in the settlement of the balance sheet from project owners and their full reports on the occupancy rate of the buildings. The delay has caused problems in recovering the budget that had been advanced for the construction to take place, while the state budget reserved for housing resettlements is limited. Another difficulty lies in the sheer number of organisations engaged in building housing projects for resettlement while the city’s management capacity is weak.
