Rumor suggests the before the Japanese could declare War, making the attack legitimate, the State Department kept the Japanese Delegates waiting while they tried to break the code of a message they had intercepted to the Japanese Ambassador. The effects were outrage and thrust us into War in the Pacific, as well as Europe. The aforementioned rumor is fueled by a meeting between Churchill and FDR prior to this attack where Winston asked his cousin to have the USA intercede in the War in Europe.
