Depends on the state, county, city, and whether the floor is raised (I would have to assume so, since it has wood now).

It also depends on what’s underneath, and what type of sub-floor decking you have, and how strong the joists are. One point few people consider is that fresh concrete has a whole lot of water in it, and if you have an open space underneath the area where you want to pour the floor, a lot of that water will end up down there. If the area is finished (like another room) everything in it will be soaked.

Building regs will depend on other factors, but for a poured concrete floor you generally need damp-proofing and around 75mm insulation and a screed on tops. The poured slab should be on compacted and blinded hardcore.
