What are the boundaries/rights of instructors for dealing with disruptive students in class? Can we ask them to leave?

Yes, you can. I generally recommend giving a warning first. Next I ask the student to please see me after class (this often quiets them down) and then calmly and directly tell them that their behavior is disruptive to the other students in the room and if it doesn’t stop you will ask them to leave. But if this fails, or if in the next class the student is still disruptive, then I would ask them to leave.
