• If you are a past recipient of Medicaid long-term care benefits from the MA program and your Provider participates in the settlement, you can expect that your unpaid debt to your Provider for PEME, or pre-eligibility expenses, will be extinguished. Also, if – after you became eligible for Medicaid – you made any payments to your Provider for unpaid PEME, you are entitled to a refund for such payments. If you are a future recipient of Medicaid long-term care benefits from the MA program, you can expect that your pre-eligibility medical expenses (including any pre-eligibility charges owned to your nursing home) will be deducted from your available income in the determination of your post-eligibility, cost of care contribution. That is, the amount of money you pay to your nursing home each month will be reduced (or eliminated) in order to free up your income to pay your unpaid pre-eligibility services.
