Nearly the same as any good work of fiction, interesting characters, a big problem to overcome/solve, lots a small problems along the way to keep suspense going, a plot that is intricate as well as well-organized and cohesive and provides surprises, etc. Can’t give you a course in fiction writing here–a bit long. Science fiction, and an answerer above pointed out, includes speculation about scientific advances in the future, usually. So it helps to know science pretty well, or at least do enough research so that you do not make any dumb mistakes.
