What are the audit and consulting activities during the Planning and Contracting Phases?
Conduct or assist with the risk assessment and development of a risk mitigation plan and conduct a contract assessment for the contract and delivery method that is to be used. Assist the owner in the development of the project control procedures and manual. And, assist with the establishment and composition of the owner’s project control team. The contract assessment is typically conducted in cooperation with the attorney. We recommend having the audit work performed first with the recommendations passed to the attorney. In that way the owner benefits from both perspectives. The attorney makes the final recommendation to the owner and can see the control aspects recommended by the auditor. Thus auditor is primarily concerned with the ability to verify and validate the charges, while the attorney is concerned with the overall contract and the liability issues. Over the years we have found this to be a useful and productive partnership.
