What are the advantages to non-CAIR states to opt in?

In general, states may not opt in to CAIR. However, there are special provisions for RI and NH since they have been part of a region-wide NOx trading program in the past. (See 70 FR 25257 and 25290.) Advantages include regional trading partners for their sources and in RI’s case, not having to find another NOx SIP Call strategy for its current program.
