President Bush signed into law the Academic Competitiveness Grant (ACG) and the National Science and Mathematics Access to Retain Talent (SMART) Grant on February 8, 2006, as part of the Higher Education Reconciliation Act of 2005. These grants are intended to encourage high school students to complete challenging and rigorous coursework in high school which will likely increase their success in college and lead them to pursue college majors which are in high demand in the global economy.
