Workflows are assigned at the project level. To view status across your entire portfolio, there needs to be common points. Stateflows enable executives to see across their entire portfolio (i.e., across engineering, IT, Services, etc.) how many projects are, for example, in the approved state versus pending (even though each of these projects are assigned different workflows).
