Since drinking and driving is indeed the major issue the real change needs to be the driving age. Increase the driving license age to at least 18 and the drinking age lowered to 18 as well. With the license the driver needs to be a high school graduate (stipulate on the license). If the individual is not mature enough to graduate from high school then they are not mature enough to drink alcohol or drive for that matter. The major exception I would make is if the non-grad in a member of the U.S. military. In such as case the license is such that alcohol purchase and consumption is legal. I figure if you are old enough to kill for god (Christian Nation) then you are old enough to drink alcohol. **The driving age can be increased to 20 yrs of age as well. Of course, the driving license may be issued to younger people (16) for families that live in rural areas.
