What are some past efforts to deal with Internet censorship issues?
There have been many efforts to censor or make the Internet “safe” in its relatively brief history. I touch here upon the most high profile and far reaching, and some of the most current. Others are mentioned in my resources at the end of this document. The highest-profile attempt at Internet censorship is undoubtedly the Communications Decency Act of 1996. This law, passed by Congress, was a broad attempt to censor the Internet, and was ruled unconstitutional and a violation of the First Amendment. While it was being contested, a grass-roots movement across the Internet protested its vague language and oppressive potential. A recent successor to the CDA is the Child Online Protection Act, which has been passed by Congress and signed into law. It is currently being challenged by the American Civil Liberties Union. Although more limited in scope, this law prohibits the free distribution of information by commercial sites if it lacks scientific, artistic, or literary value “to minors”. I
