The fee is usually 3.5 to 4 percent of the amount being charged, though airlines, because of the huge volume, probably pay 2 percent or less. If United succeeds, other airlines will follow suit. … United announced the policy in June and said it would take effect in July, but the negative reaction was so vigorous they’ve set the date back 60 days. Airlines already are doing a la carte pricing.
