It depends on the degree at which one is able to communicate and where one has to use English. At a basic level in an English speaking country: – Inability to convey one’s essential needs, which could actually put someone in danger physically- which is why now the NHS employs interpreters as there are so many immigrants needing treatment who cannot speak English. How does someone who speaks no or very bad English report a gas leak, call an ambulance, report a fire or an accident? – Inability to integrate in a community or make friends . – Inability to find a job or earn a living as communication is essential to apply for a situation, follow orders whilst working or give them to others . – Inability to follow or give instuctions either orally or in writing, or to understand them if they are written. Some people who may be able to communicate orally at a basic level in English and can read in their own language may be unable to read English because it is in a totally different script. –
