Here are general guidelines: • if the firm is at least 51 percent owned by a socially and economically disadvantaged individual who controls the firm; • if the firm is a small business as defined in SBE regulations 13 CFR 121.201; • if the principal is a U.S. citizen or a legal permanent resident of the country; • if the personal net worth of the principal is less than $750,000 (not including primary residence or ownership equity in the company); • if the company is a for-profit business; • if the principal belongs to a group presumed to be economically and socially disadvantaged.
