BCBG makes very well fitting clothes for the short voluptuous woman, especially if you want trendy style. If you just need some basics, try Eddie Bauer petite. Though their ad campaigns are not “exciting”, they make excellent clothes that actually fit without making you feel like you are bursting at the seams. For a less expensive option, Landsend makes a good pant for sizes 14P and 16P. Then, you could splurge on the sexy BCBG top. Good luck!
