What are some good arguments for using freelance talent over hiring a design agency?

I have found that many companies (especially corporate) will only work with large and expensive design agencies. I’ve been given a slew of reasons that range from accountability to quality of work as to why NOT to work with freelancers. I’m curious as to what argument others are making that are for hiring professional freelance talent for graphic and web design.
