If a critical contract requires contractor employees to work side by side with Department employees, the SOW might require the contractor employees to adhere to the same prophylaxis standards as Department employees, or to utilize the same PPE, or to retreat to the same alternative work site. If a critical contract requires the contractor to work independently of Department employees at a contractor site or a government provided site, the SOW might require contingency planning by the contractor to comply with Department contingency planning requirements, or to develop an appropriate plan for that facility, or the SOW might include contingency tasks. Planners should assess the essential business functions of the contract performance to determine at what threshold of absenteeism those functions would be threatened if absenteeism escalates.
