There might be some controversy in different states, but by and large, the government agencies work closely with universities and hunting groups to formulate the hunting regulations for esch state based on the number of deer present in the state, the number of hunters projected, and the number of deer killed. They look to maintain a healthy herd by allowing balance between the number killed and number born each year and the habitat available for the deer. Otherwise the deer starve. Too many deer killed and you cannot maintiain a steady herd size, too few and starvation and disease take a toll. That explains the difference in the number of deer allowed from county to county in some states and from year to year. There has been some controvery over advantages given to disabled hunters, and even hunting by internet, where electronically controlled weapons controlled via a disabled person on the internet are used to kill deer. Not every state allo
