It depends on the material. My state has special days when you can bring hazardous material, like computers, old paint cans, compact fluorescent lightbulbs, to different locations for free. They are around every two months. The governmental agency that deals with it is called Resource Recovery. Car parts shops will sometimes take used batteries and a local transfer station may accept used motor oil. Our local University has it’s own hazmat department, called Safety and Risk Management. If the local government is hard to communicate with to find answers, a local college or university might be better able to find answers for you.
