One alternative is to draw existing scientific capacity and expertise into a commercially viable enterprise outside of the weapons complexes. Short-term incentives could be used to engage private sector companies as employers. Additional incentives could be provided through collaboration with similar programs that stand to benefit from the sustainable employment of former BW specialists.
